Entitled:
Procurement - Minority Business Participation

Synopsis:

Limiting the ability of contractors to substitute subcontractors for those identified in bids or proposals; requiring a procurement officer to consider specified factors in determining whether to approve a request for the substitution of a subcontractor; and requiring the certification agency to conduct specified studies and submit a report to specified committees of the General Assembly by December 1, 2002.
