Establishing the felony of abuse or neglect of a vulnerable adult in
the first degree, subject to specified penalties; altering the scope
of the misdemeanor of abuse or neglect of a vulnerable adult and
redesignating it as abuse or neglect of a vulnerable adult in the
second degree, subject to specified penalties; providing that
sentences for violations of the Act shall be in addition to sentences
for convictions arising from the same facts and circumstances except
under specified circumstances; and defining a term.
