Authorizing the creation of a State Debt not to exceed $50,000, the proceeds to be used as a grant to the Frederick Police Activity League, Inc. for construction of a Police Activity League (PAL) Center at Sagner to provide community services for adults and after-school programs for low-income, at-risk youth, located at 111 Pennsylvania Avenue in Frederick; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
