Tobacco Settlement Moneys - Attorneys Fees

Synopsis:

Establishing a Special Reserve Fund to retain specified State revenues for future needs; requiring that moneys received during fiscal years 2002 and 2003 by the State from specified sources related to the settlement of the State's litigation against tobacco manufacturers be credited to the Fund; providing that except as provided moneys in the Fund shall be retained in reserve and may not be spent for any purposes; crediting the balance of the Fund to the Revenue Stabilization Fund on July 1, 2003; etc.
