Establishing a Task Force on the Reform of the Public Mental Health System in Maryland; providing for the composition of the Task Force; requiring the Governor to appoint the chairman of the Task Force; requiring the Mental Hygiene Administration to provide the staffing for the Task Force; requiring the Task Force to study the feasibility of reforming the State's mental health system, including its delivery and financial structures, target population, and goals and evaluation measures for patient outcomes; etc.
