Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 85 - Higher Education - University System of Maryland - Approval of New Programs - Sunset Extension.

This bill extends from June 30, 2002 to June 30, 2004 the sunset on the procedures regulating the establishment and elimination of academic programs at constituent institutions of the University System of Maryland.

House Bill 731, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 85.
