Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 617 - Natural Resources - Wildlands - Savage Ravines and South Savage.

This bill proposes the addition of two new wildland areas in Garrett County totaling approximately 4,361 acres: the "Savage Ravines Wildland" and the "South Savage Wildland". The bill also authorizes the Department of Natural Resources (DNR) to allow research study in the South Savage Wildland area that involves some activities that are generally restricted or prohibited in State wildland areas under specified conditions. The bill also requires DNR and the University System of Maryland, through Frostburg State University and the University of Maryland Biotechnology Institute, to develop a plan relating to such research.

Senate Bill 552, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 617.
