Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 310 - Higher Education - Community Colleges - Unrestricted Grants.

This bill increases the unrestricted State grants to Allegany College of Maryland and Garrett Community College. For fiscal 2003 through fiscal 2005, the increase for Allegany College of Maryland is $360,000 and the increase for Garrett Community College is $240,000.

House Bill 179, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 310.
