Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 532 - State Employees - Contractual Employees - Break In Service.
This bill provides that certain contractual employees who were employed by the Washington County Housing Authority and who become a permanent State employee shall be given credit for service in the contractual position for the purpose of establishing steps in the pay grade, annual leave and seniority rights. The bill sunsets on September 30, 2003.
House Bill 359, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 532.
