Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 639 - Maryland Security Protection Act of 2002.

This bill seeks to enhance State security by: (1) expanding coverage of the Wiretap Act; (2) expanding the territorial limits of the Maryland Transportation Authority; (3) requiring the use of security ID badges in airports; (4) expanding the powers of security officers at nuclear power plant facilities; and (5) creating a new crime of knowingly or fraudulently obtaining a commercial driver's license by misrepresentation.

House Bill 1036, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 639.
