Higher Education - Moratorium on New Programs

Synopsis:

Prohibiting institutions of higher education in the State from establishing new programs; repealing the Graduate Professional Certificate Program; providing that the prohibition on the establishment of new programs shall terminate when the Secretary of the Maryland Higher Education Commission determines that 50% or more of the State's teaching, nursing, or pharmacy workforce has graduated from institutions in the State; requiring a report on workforce shortages; etc.
