Synopsis:

Prohibiting a person from transporting a deer carcass in a vehicle on a highway in the State unless the deer carcass is covered in a manner that prevents it from being visible; providing a specified exception to the prohibition; providing that a specified violation is not considered a moving violation for a specified purpose; and providing for a specified penalty.
