Synopsis:

Requiring the Department of Health and Mental Hygiene to develop guidelines for nursing homes that elect to use electronic monitoring with specified consent; and requiring the Department to report on the guidelines to the Senate Finance Committee and the House Health and Government Operations Committee of the General Assembly on or before December 1, 2003.
