Authorizing the creation of a State Debt in the amount of $850,000, the proceeds to be used as a grant to the Board of Directors of Center for Poverty Solutions, Inc. for the acquisition, repair, renovation, and reconstruction of a building to house the offices of the Center for Poverty Solutions, Inc. and the Center for Community Training and Technical Assistance, located in Baltimore City; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
