Expanding the membership of the Board of County Commissioners of Carroll County; providing for the election of commissioners by commissioner district; requiring the County Commissioners to appoint a commission redistricting committee at specified intervals; prescribing the composition and staffing of the committee; requiring the committee to recommend commissioner districts and provisions for staggered terms of office of County Commissioners to the Carroll County legislative delegation to the General Assembly; etc.
