officers to order tests to be conducted in a specified manner and in
accordance with specified recommendations on blood samples or other
body fluids of hospital patients for the presence of antibodies to the
human immunodeficiency virus (HIV); establishing an exception for HIV
tests conducted under the Act to the requirement that informed consent
be obtained before conducting an HIV test; etc.
