Synopsis:

Requiring the Department of the Environment and the Motor Vehicle Administration to adopt regulations by December 31, 2006 to establish a specified low emissions vehicle program applicable to vehicles of the model year 2010 and each model year thereafter; requiring the Administration and the Department to establish specified motor vehicle emissions standards and compliance requirements; etc.
