Declaring that the policy of the State of Maryland is to assure equal employment opportunity to all persons with arrest records or conviction records not directly related to employment; making it an unlawful employment practice to discriminate against individuals with arrest records and conviction records; establishing factors for employers to consider in determining whether arrest records and conviction records are directly related to employment; etc.
