Synopsis:

Authorizing individuals to seek and enforce their rights against the State as provided by federal laws; authorizing individuals who are aggrieved by a violation of a federal law by the State to bring a civil action against the State in a State court for legal, equitable, or other relief; providing that the State consents to be sued in a State court by these individuals; etc.
