Synopsis:

Requiring the Departments of Juvenile Justice, Human Resources, and Health and Mental Hygiene and the State Department of Education to develop, test, and implement a specific systematic evaluation of services provided to children in out-of-home placement; providing for the Department of Juvenile Justice to serve as the lead agency and the Departments of Human Resources and Health and Mental Hygiene and the State Department of Education to serve as cooperating departments; etc.
