Authorizing Senators and Delegates to award specified scholarship funds to specified institutions of higher education or programs; requiring specified institutions of higher education to award specified scholarships to specified students; and requiring specified institutions of higher education to submit a specified list to the Office of Student Financial Assistance annually.
