Alcoholic Beverage Tax - Special Fund for Alternatives to Incarceration for Drug Offenders

Synopsis:

Increasing the State tax rates for alcoholic beverages in Maryland from $1.50 to $3 per gallon for distilled spirits, from 40 to 80 cents per gallon for wine, and from 9 to 18 cents per gallon for beer; providing for the distribution of the additional revenue resulting from the increased tax rates to a special fund to be used only for the purpose of providing additional funding for fiscal years 2004 through 2008 for programs providing alternatives to incarceration for drug offenders; etc.
