Natural Resources - Black Bear Hunt - Moratorium

Synopsis:

Prohibiting the Department of Natural Resources from establishing an open season to hunt black bears until July 1, 2009; prohibiting the Department from reducing the black bear population in the State until July 1, 2009; classifying black bears as nongame mammals until July 1, 2009; and requiring the Department to commence a survey of the black bear population on July 1, 2008 and report the findings to the Governor and specified committees of the General Assembly on or before December 1, 2008.
