Synopsis:

Requiring that an elementary school principal not suspend any student under the principal's direction for a period of 2 years starting on the first day of the 2003 fall semester; requiring the county boards of education to develop and implement alternate in-school disciplinary measures that include communications with parents and other appropriate community agencies by the first day of the 2003 fall semester; etc.
