Requiring the Public Service Commission to establish clean energy portfolio standards for retail electricity sales; requiring standards to be met by the accumulation of clean energy credits; requiring electricity suppliers to pay a compliance fee under a specified circumstance; establishing the Maryland Clean Energy Fund for a specified purpose; requiring the Commission to make payments to owners of eligible energy resources at a specified time; etc.
