Synopsis:

Requiring the Department of the Environment to review an application for an open-pit mining permit in a timely manner; requiring the Department to take a specified action for a permit within specified time periods for a new permit, permit revisions, or a specified revised application; authorizing the Department to provide for a specified extension by providing specified notice to an applicant prior to specified dates; etc.
