Creation of a State Debt - Howard County - Grace Episcopal Church Child Care Center Ho. Co. 10-03

Synopsis:

Authorizing the creation of a State Debt not to exceed $50,000, the proceeds to be used as a grant to the Vestry of the Grace Episcopal Church for the construction and capital equipping of a building to serve as a child care center; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; prohibiting the bond proceeds and the matching fund from being used for sectarian religious purposes; and providing generally for the issuance and sale of bonds evidencing the loan.
