Synopsis:

Requiring the Special Secretary of the Office for Children, Youth, and Families to adopt regulations relating to licensing residential child care programs and establishing qualifications for direct care staff in residential child care programs; setting age requirements and education levels for direct care staff; and requiring that direct care staff meet specified qualifications by July 1, 2008.
