Nutrient Management Plans - Temporary Suspension of Enforcement of Penalty Provisions - Education Efforts and Report Required

Synopsis:

Prohibiting the enforcement of specified nutrient management penalty provisions under specified circumstances during a specified time period; repealing the requirement that a property owner or operator grant a specified right of entry to the Department of Agriculture under specified circumstances; requiring the Department to enforce specified penalty provisions as of specified dates under specified circumstances; etc.
