Synopsis:

Changing the age of a child, for purposes of giving consent to be adopted, from 10 years old to 14 years old as to cases in which the natural parents' rights have not been terminated in a judicial proceeding and in cases in which the natural parents' rights have been terminated in a judicial proceeding.
