Synopsis:

Declaring that the intent of the General Assembly is to affirm that the Charles Village Community Benefits District, Management Authority has been in continuous effect since June 1, 1994, and that the Mayor and City Council of Baltimore had the authority in 2002 to renew and extend the existence of the District, Management Authority through June 30, 2003; etc.
