Budget - Limits on Growth of Spending - Taxpayer Protection Act

Synopsis:

Limiting the increase in appropriations in a fiscal year to no more than the sum of the percentage increase in the State population and the inflation rate; requiring the Governor to comply with the limit, subject to specified exceptions; requiring a specified surplus to be appropriated to a revenue stabilization fund or returned individual income taxes in a specified year; submitting the amendment to the qualified voters of the State for their adoption or rejection; etc.
