Requiring a court to abate or dismiss a specified civil action filed against an insurer authorized to do business in the State under specified circumstances; authorizing a court to abate or dismiss the civil action under specified circumstances; requiring the court to refer specified issues or claims to the Insurance Commissioner; providing that the statute of limitations for the civil action is tolled for a specified period of time; etc.
