Authorizing the creation of a State Debt not to exceed $1,000,000, the proceeds to be used as a grant to the Board of County Commissioners of Charles County for the planning, design, reconstruction, and capital equipping of a swimming pool and related facilities, to be located at Thomas Stone High School at 3785 Leonardtown Road in Waldorf; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
