Synopsis:

Altering the selection process for the procurement of architectural and engineering services by requiring the procedures for the General Selection Board and the Transportation Selection Board to take into account specified factors, including the price proposed for the services to be provided, and to negotiate price with at least two of the most qualified offerors.
