Synopsis:

Requiring the PSC to create, maintain, and update a database of residential telephone subscribers in the State who choose not to receive telephone solicitations; authorizing the PSC to contract with another entity to create and operate the database; requiring the database to be in operation on or before January 1, 2004; requiring the PSC to adopt regulations relating to notice of the database, fees to be charged for use of the database, access to the database, inclusion in the database, and other matters; etc.
