Synopsis:

Authorizing a county board to allocate specified funding for merit pay increases for teachers; excluding merit pay increases from the matters that may be subject to collective bargaining between specified public school employers and specified employee organizations that represent specified public school employees; prohibiting public school employers from negotiating merit pay increases; and defining a specified term.
