Synopsis:

Providing for the termination of authority to spend specified appropriations for specified capital expenditures after 7 years; establishing exceptions to the termination of authority; clarifying that the authority to spend specified appropriations terminates if a matching fund requirement is not met; prescribing specified language requiring the expenditure or encumbrance of bond proceeds within 7 years to be included in enabling acts; etc.
