Creating the Maryland Technology Investment Program; requiring the Board of Trustees of the State Retirement and Pension System to establish and administer the Program; authorizing the Board of Trustees to adopt regulations; requiring the Board of Trustees to enter into specified partnership agreements with venture capital general partners; requiring the Board of Trustees to ensure that a decision to enter into a partnership is based solely on the potential for investment returns; etc.
