Authorizing the Baltimore City Health Department to designate nonprofit and quasi-governmental entities in Baltimore City to receive funds from the Alcohol and Drug Abuse Administration; authorizing the Baltimore City Health Department to revoke a specified designation except in specified circumstances; requiring the Administration to disburse specified funds directly to designated nonprofit or quasi-governmental entities; etc.
