Criminal Law - Death Penalty - Proportionality Review

Synopsis:

Requiring the Court of Appeals of Maryland as part of its review of a sentence of death to determine whether a sentence of death is excessive or disproportionate to the penalty imposed in similar cases considering both the crime and the defendant; and requiring the Court to include in its decision a reference to similar cases that are considered by the Court.
