Synopsis:

Requiring carriers that provide behavioral health care services to submit an annual report containing specified expense and loss ratios; requiring the Maryland Insurance Commissioner to establish a specified methodology by regulation; requiring managed behavioral health care organizations and carriers to perform an audit of data in the annual report; requiring a specified fine to be imposed on specified carriers that fail to file a specified report; etc.
