Altering the amounts of criminal penalties applicable to specified sediment control, stormwater management, and tidal wetlands violations; authorizing specified courts to order restoration of specified areas in the event of criminal violations of sediment control and stormwater management programs; altering the amounts of civil penalties applicable to sediment control violations; instituting a civil penalty applicable to tidal wetlands violations; etc.
