Synopsis:

Establishing the Division of Licensing and Monitoring of Residential Child Care Programs in the Office of Health Care Quality in the Department of Health and Mental Hygiene; requiring the Division to license and monitor specified programs; requiring a person to be licensed by the Division before the person may operate a residential child care program; establishing specified penalties; etc.
