Synopsis:

Establishing the College Savings Plans of Maryland; establishing the Maryland Prepaid College Trust; specifying the purpose of the College Savings Plans of Maryland; changing the name of the Maryland Higher Education Investment Board to the College Savings Plans of Maryland Board; altering the duties and responsibilities of the Board; providing that the College Savings Plans, the Board, and investment accounts are not subject to specified provisions of law; etc.
