Synopsis:

Providing that a specified grievance is subject to binding arbitration; requiring that binding arbitration be conducted if requested by an appointing authority or exclusive representative; prescribing the method for selecting an arbitrator; establishing the powers and duties of an arbitrator; providing for the payment of the cost of arbitration; etc.
