Authorizing the Housing Authority of Baltimore City to recognize and engage in collective bargaining with the exclusive bargaining representatives of specified employee bargaining units; specifying the collective bargaining powers of the Housing Authority of Baltimore City; authorizing the Housing Authority of Baltimore City to engage in binding third-party arbitration concerning disputes and grievances under specified circumstances; etc.
