Synopsis:

Expanding the scope of specified provisions of law governing collective bargaining to include specified employees of the Judicial Branch of State government; specifying that the State Labor Relations Board is an independent unit of the State government; altering the membership of the Board; altering the responsibilities of the Board; requiring the Board to appoint an Executive Director; requiring the Chief Judge of the Court of Appeals to designate specified representatives for the purpose of collective bargaining; etc.
