Authorizing a tenant to apply to redeem a ground rent if the landlord
does not respond to notice by paying the redemption amount into a fund
held by the State Department of Assessments and Taxation; requiring
the Department to post a specified notice on its website for a
specified period of time before issuing a certificate verifying that
the redemption has been paid in full; requiring the certificate to be
recorded in the land records; etc.
