Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed House Bill 154 - Harford County - Highways - Prohibition on Use for Solicitation.

This bill prohibits in Harford County a person from standing in a roadway, median divider, or intersection to solicit money or donations of any kind from an occupant of a vehicle.

Senate Bill 197, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 154.
